"[President] Wilson's confusion regarding the future of the Middle East became apparent to Walter Lippmann, a former New Republic editor who was serving as the assistant secretary of war, six months before the Paris conference. In an internal memo of May 1918, Lippmann warned that America was liable 'to win a war and lose the peace' unless it found the 'sheer, startling genius' necessary to reconcile Wilson's conflicting plans for the Middle East. Heeding his caveat, the government established a secret task force, headquartered in the New York Public Library and code-named The Inquiry. More than one hundred scholars were enlisted in the group, leaders in fields as diverse as engineering, Egyptology, and Native American cultures. None of them, however, were specialists on the Middle East.
